Accelerating Literacy through Minds on Wheels: A Collaborative Reading Project is a research-based extension initiative of the Cebu Normal University–College of Teacher Education that aims to strengthen learners’ vocabulary and reading comprehension through structured story-based sessions supported by a mobile library.
Anchored on DepEd’s pervious and current initiatives likes Catch-Up Friday, DEAR programs, ARAL Program, LEARNN program, the project provides targeted literacy activities for 50 elementary learners, introducing ten carefully selected vocabulary words per session (10 sessions) and guiding students through meaningful comprehension tasks. In partnership with the Department of Education–Cebu City Division (Labangon Elementary School for Phase 1) and OsaMor Food Corporation, the project brings accessible reading resources directly to schools through the Minds on Wheels mobile library. By combining evidence-based literacy practices, community engagement, and public–private collaboration, the project seeks to nurture a culture of reading, improve learners’ reading proficiency, and contribute to long-term educational recovery and development.
This extension projects hopes to achieve the following objectives:
A. Increase reading proficiency among students participating in the Catch Up Fridays and Drop Everything and Read programs.
B. Foster a love for reading and a culture of literacy within participating schools.
C. Enhance collaboration between higher education institutions, the Department of Education, and private companies in addressing educational challenges.
D. Provide access to diverse reading materials through the utilization of the mobile library.
