The collaborative initiative among EDCOM II, DepEd, and Cebu Normal University (CNU) underscores the collective effort of various institutions in pursuing meaningful reforms for quality education. Guided by Republic Act 10157, also known as the Kindergarten Act, kindergarten has been established as the compulsory entry point into basic education. Section 2 of this law ensures that all five-year-old children are provided with equal access to kindergarten education that supports their physical, social, emotional, and intellectual growth, as well as the development of positive values to prepare them for formal schooling.
In line with this mandate, the program seeks to strengthen the competencies of kindergarten teachers, particularly in the areas of literacy, numeracy, and 21st-century skills. It also aims to improve the overall performance of young learners in literacy and numeracy. Based on the findings of the needs assessment, a development program for kindergarten teachers is therefore proposed to address these priority areas and enhance the quality of early childhood education.
