“I promise leadership that remembers where it came from. Leadership that listens, that is grounded in evidence and guided by compassion, and that never forgets the sacrifices made by those who believe in this home,” he said in his speech that drew an applause from faculty, staff, students, alumni, and partners.
He outlined the core framework of his administration–RECOVER, a call “not to forget the past, but to honor it, learn from it, and move forward together”.
1. Reclaim “who we are as Cebu Normal University—firm in our identity, proud of our legacy, and clear about our mission”;
2. Engage with humility and empathy, listening especially to long-serving voices within the institution;
3. Collaborate genuinely, emphasizing that CNU’s successes have always been born of collective effort;
4. Optimize systems and decisions with integrity and transparency, placing people at the center;
5. Value faculty, staff, and students, recognizing that every achievement carries human stories;
6. Elevate academic excellence, research, and extension marked by both rigor and heart; and
7. Renew hope, particularly in moments when leadership and service are most challenging.
Beyond policy and plans, Dr. Garcia’s address emphasized unity and shared responsibility. He expressed deep appreciation for the CNU community, noting that even in moments of disagreement, a “deep love for CNU” remained constant.
Garcia, a long-time member of the CNU community, traced his roots in the university as a teacher, dean, colleague and learner, describing CNU as both his professional and personal home.
“There truly is no place like it. This university has shaped me, tested me, strengthened me, and carried me even when the path was uncertain,” he said.
Drawing from the musical Wicked, he emphasized how the people and experiences within the institution had shaped him “for good,” underscoring that his assumption to office was the result of collective trust, work and prayer.
“This moment did not happen because of one person—but because of many hearts that believed, hoped, worked, and prayed together,” he said.
Closing with the affirmation “CNU is home,” Garcia echoed the theme of unity that ran throughout his address, expressing confidence that through shared faith, work, and love, the university will move forward—“changed… for good.”
