Cebu Normal University (CNU) proudly bagged numerous championship titles on the second day of the 2023 Philippine Association of State Universities and Colleges (PASUC) – Culture and the Arts Festival of Region 7 held at Negros Oriental State University (NORSU) yesterday, November 13.
ย 
With the theme, โ€œUnited amidst Diversities; Strong in the thick of Adversities,โ€ six participating State Universities and Colleges (SUCs), namely CNU, NORSU, University of the Philippines (UP) – Cebu, Cebu Technological University (CTU), Bohol Island State University (BISU), and Siquijor State College (SSC), showcased their talents.
In the morning, the Visual Art competitions such as the on-the-spot poster-making contest, painting, pencil drawing, and charcoal painting kicked off.

Simultaneously, the Music Competitions unfolded, featuring instrumental solo (Piano), violin, classical guitar, and banduria in Division A, and vocal solo (Kundiman), vocal duet, pop solo, chorale contest, and show choir in Division B.
ย 
At best, CNU secured one bronze medal in the Visual Arts contests through painting and ruled the Musical Competitions with eight championship titles and a silver medal finish.

Classical guitar champion Johnn William Pastor (Bachelor of Culture and Arts Education IV) shared with Ang Suga that he could not believe he bested his equally talented competitors across the region.
ย 
“I think [it] is my expression. I was performing the song like I was singing, just like Coach Naila Beltran and Trainer Joel Oporto told me to. And I think I was the cleanest to perform the song,” Pastor conveyed as his winning edge in the contest.

Likewise, the 21-year-old guitarist shared his victory with the CNU community and expressed that Normalites should hone their talents more and “be faithful to the Lord and to be thankful also.”

Sparking creativity anew

Culture and arts festivities resumed as performing arts presentations took center stage in the afternoon.
ย 
Participating universities showcased stimulating 10-minute playlets in the Short and Sweet Play in both the Dialogue and Musical category, and the Radio Drama.
ย 
CNU excelled, ranking second and fourth runner-ups in the Short and Sweet Play Dialogue and Musical, respectively.
ย 
Meanwhile, CNUโ€™s Radio Drama team brought home the championship title.
ย 
In an interview with Ang Suga, Radio Drama champion Jingky Requinto (Bachelor of Arts in Communication specializing in Broadcast Journalism III) remarked how their team faced struggles before the competition.

โ€œEach of us faced unfavorable circumstances that hampered us in our final rehearsals. All these battles made us able to slay the giant – which is the regional contest,โ€ she furthered.
ย 
In Division C’s Music Competition, the live band contestants shook the NORSU grounds with musical artistry through renditions of Original Pilipino Music (OPM) songs, while CNU secured the position of 5th runner-up.

The regional gathering makes its last stretch today, November 14, with the dance competitions, PASUC Festival King and Queen Cultural and Coronation Night, and overall awarding ceremony. ยง

PASUC 7: CNU rises to 1st runner-up; Mr. CNU claims 2nd in Festival King

With crimson and gold spirit, Cebu Normal University (CNU) emerged as the overall first placer in the 2023 Philippine Association of State Universities and Colleges (PASUC) – Culture and the Arts Festival Region 7 held at the Negros Oriental State University (NORSU) from November 12 to 14.
ย 
CNU earned a total of 142 points while NORSU bagged the overall champion title with 155 points, as announced during the Awarding Ceremony yesterday.
ย 
Normalite delegates showcased exceptional talents in the Visual Arts, Music Competitions (Divisions A, B, and C), Performing Arts, Live Band and Dance Competitions, where they secured the championship title nine times, two 1st and 3rd places, four 2nd places, three 4th places, and one 5th place.
ย 
In an interview with Ang Suga, Mixed Choir Champion and CNU Chorale member Kharl Abapo (Bachelor of Physical Education III) shared that he did not expect to leave this kind of legacy.
ย 
“…we are gathered because of music. Ang music jod ang nakapa-gather sa amoa to bring harmony and to also bring honor sa bisan asa nga lugar,” he added.
ย 
Moreover, before the 2023 PASUC 7 Festival King and Queen Coronation Night, the fight to become the overall champion was close as NORSU led with an unofficial score of 138 points while CNU trailed behind at 137 points.

Showcase of myths, wits

Centered on the theme “PASUC VII: United amidst Diversities; Strong in the Thickness of Adversities,” six pairs from the six SUCs showcased their intricate Visayan Folklore Costumes to promote cultural diversity and give honor to the Filipino pre-colonial myths.
ย 
In the Question-and-Answer portion, Mr. CNU Norberto Salanap III (Bachelor of Science in Nursing II) expressed how PASUC acts as a catalyst for social change and how it can be an avenue to spread, promote, and emphasize advocacies.
ย 
“…I, as [an] ambassador of our school, [am] given a chance to spread my advocacies of promoting healthcare in our country because it is efficient and I am very much into [it] because I am [a] student nurse. This is our chance; PASUC is our chance, as an individual, as a community, to spread our message to the world through our arts and culture,โ€ he conveyed.

Salanap was recognized as the 2nd runner-up, while the newly crowned 2023 PASUC 7 Festival King and Festival Queen hailed from Bohol Island State University (BISU) and NORSU, respectively.

The Cebu Normal University (CNU) delegates shone bright in the spotlight yesterday as the administration, faculty, and staff recognized their achievements in the recently concluded Philippine Association of State Universities and Colleges (PASUC) – Culture and the Arts Festival of Region 7.

Information Unit and FM Station Director Dr. Trina Marie Catipay acknowledged the triumph of CNU delegates who secured places in the Visual Arts, Music Competitions, Performing Arts, Dance Competitions, Festival King and Queen, and the overall 1st runner-up position.
ย 
Accompanied by their coaches, the delegates took the Idea and Knowledge Center (IKC) stage and proudly wore their gold, silver, and bronze medals along with their plaques.
ย 
In an interview, University President Dr. Daniel Ariaso Sr. expressed his joy on behalf of CNU and commended the exemplary performance of the students and coaches.
ย 
“I’m very happy [for] in behalf of Cebu Normal University that our students and coaches really made their excellent job representing the university in the recently concluded competition,” he said.

Ariaso further conveyed his determination to strive for championship in the coming year, “…next year, I will do everything na mag champion na ta…that’s my commitment to our students.”

The University may collect personal information in the context of its regular functions โ€” including but not limited to the following categories:

  1. Students: contact and enrollment details, academic records, health or medical records, accommodation records, student-activity participation, and related data.
  2. Staff and job applicants: contact details, employment history, qualifications, employee-related data.
  3. Alumni profiling: contact and demographic details.

Personal information collected may be used for:

  1. Administration of admission, enrollment, employment, alumni relations, and other official functions.
  2. Maintenance of student and employee records, including academic, health, and administrative data.
  3. Provision of University services such as counseling, scholarship administration, placement, library access, facilities use, laboratory access, security, parking, and accommodation.
  4. Internal research, quality assurance, performance monitoring, and institutional planning.
  5. Compliance with statutory obligations (e.g. reporting to government agencies when required).
  6. Security, safety, and campus management, including CCTV monitoring.

Legal Basis / Lawful Criteria for Processing

All processing of personal data is carried out in accordance with the legality, fairness, and lawfulness requirements under the Data Privacy Act and IRR.
Where applicable, processing is grounded on consent, contract, legal obligation, legitimate interest, or other lawful bases recognized under the law. The choice of lawful basis depends on the nature of data, the purpose of processing, and legal or contractual requirements.

Manner of Collection and Processing

Personal data may be collected through physical forms (paper-based), electronic forms, online or web-based platforms (e.g., registration portals, email, institutional website), CCTV or video/photo capture (for security or surveillance), event sign-in sheets or registration forms, surveys or questionnaires, or other legitimate and lawful means.

Processing may include collection, recording, sorting, storing, retrieval, use, updating, modification, blocking, destruction or other operations as allowed under the law, consistent with declared purposes.

Disclosure of Information

The University does not disclose personal information except under the following circumstances:

  1. Internal disclosure within authorized University personnel, only when necessary and appropriate for legitimate institutional purposes.
  2. External disclosure only when required or permitted by law (e.g. statutory obligations), or when the data subject has provided valid consent.
  3. Sensitive personal information or privileged information is processed and disclosed only in accordance with relevant legal provisions.

Risks, Safeguards and Security Measures

The University recognizes that processing of personal data entails certain privacy and security risks. Accordingly, we implement appropriate organizational, technical, and physical security safeguards to protect the confidentiality, integrity, and availability of personal data โ€” whether in electronic or physical form. Such measures include (but are not limited to):

  1. Access controls (both digital and physical) to restrict access only to authorized personnel
  2. Use of secure storage: locked filing cabinets or secure rooms for physical records; password-protected systems, encryption, secure servers, firewalls for electronic data
  3. Secure transmission of data (when shared or transferred), secure printing and disposal protocols, and safe deletion or destruction of data when no longer needed
  4. Classification of data and periodic review of security protocols, to ensure adequacy in light of the risks presented and sensitivity of the data processed

Rights of Data Subjects

Under the Data Privacy Act and its IRR, data subjects have the following rights:

  1. Right to be informed โ€” you have the right to know whether personal information about you will be, is being, or has been processed; the purposes of processing; the personal data to be entered; and the scope and method of processing.
  2. Right to access, correct, or update your data โ€” you may request access to your personal information, ask for rectification of inaccuracies, or request updates.
  3. Right to object or withdraw consent โ€” when processing is based on consent or legitimate interest, you may withdraw consent or object, subject to legal limits.
  4. Right to data portability โ€” where applicable, you may obtain a copy of your personal data in a secure and portable format for transfer to another controller.
  5. Right to erasure or blocking โ€” if personal data is incomplete, outdated, unlawfully obtained or processed, no longer necessary, or processing is unauthorized, you may request erasure or blocking, subject to legitimate grounds for retention (e.g. legal obligations or defense of legal claims).
  6. Right to damages โ€” you may seek indemnification for damages resulting from inaccurate, incomplete, outdated, unlawfully obtained or unauthorized use of your personal data.
  7. Right to lodge a complaint with the NPC if you believe your data privacy rights have been violated.

Requests for access, rectification, objection, portability, erasure or complaints may be submitted in writing to the Universityโ€™s designated Data Protection Officer (DPO) or Data Privacy Office.

Security, Retention, and Disposal

The University implements appropriate organizational, technical, and physical security measures to safeguard personal data โ€” whether in paper or electronic form โ€” against unauthorized access, disclosure, alteration, or destruction. Such measures include: secure storage (locked filing cabinets or rooms), restricted access to authorized personnel only, use of locked screens/screensavers, secure transmission (sealed envelopes or secure electronic transmission), secure printing and disposal of documents, and safe deletion or destruction of data when no longer needed.

Personal data will be retained only for as long as necessary to fulfill the declared and legitimate purposes, or as required for legal obligations or defense of legal claims. When no longer needed, personal data will be disposed of securely in accordance with University policy and relevant data-protection guidelines.

Consent, Notice, and Legitimate Processing

Where required by law, consent will be obtained from data subjects prior to collection or processing of their personal or sensitive data. In other cases (e.g. CCTV monitoring, legitimate interest), the University will inform data subjects through appropriate notice mechanisms before or at the time of data collection. Privacy notice(s) will accompany data-collection forms or be posted in conspicuous campus areas, and on the University website. At all times, data processing is based on legitimate purpose and proportional to the need.

Changes to This Policy

The University reserves the right to update or amend this Privacy Policy as necessary to reflect changes in applicable laws, regulations, regulatory guidance, or its internal data-processing practices. Updated versions will be posted on the Universityโ€™s official website and, where appropriate, communicated to data subjects.
