He was a founding Director of CNU’s Institute for Research in Innovative Instructional Delivery (IRIID) from 2018 to 2019. As dean and the support of the faculty, he created the Research Institute in Human Development Studies (RIHDS), Research in Filipino Studies (RIFS), the Research Institute for Language Studies (RILS), Research Institute for Humanities (RIH), the Media Education Development Institute for Advancement (MEDIA), Research Institute for Culture and Heritage Studies (RICHS), Research Institute for Performing Arts and Creative Works (RIPACW), now changed to Arts and Creative Works Institute (ACWI), and Research Institutes for Multidisciplinary Studies (RIMS) for the eight academic departments of the College.
He holds the rank of Professor VI in the Social Sciences Department, College of Culture, Arts, and Sports (CCAS) of Cebu Normal University, and is an alumnus of Cebu Normal University (BSED in Social Studies, 1991; MAED-Social Studies, 1999). He finished his Doctor of Education in School Administration and Supervision at the University of the Visayas and was awarded Best Dissertation in 2011. In 2003, he attended Training in Secondary School Teaching at Amherst College in Massachusetts, USA, sponsored by Fulbright International and the United States Embassy.

He was awarded the Best in Innovative Instructional Design Concept (Without Using the Internet Category) by the Commission on Higher Education, Region VII, September 2020. He has published 62 research articles in ASEAN Citation Index, Scopus, and Clarivate Analytics in refereed International Journals, with 362 citations, 11 h-index, and 14 i10 index from 2016 to the present.
