Submission of Bid Proposal
Submit your proposal using the prescribed Bid Proposal Form with the following information:
- Name
- Signature
- Company Name (if any)
- Address

Submit the duly accomplished Bid Proposal Form on or before August 4, 2026, at 5:00 P.M. at:

Submission Requirements
Place your duly accomplished Bid Proposal in a sealed envelope indicating the following:
- Name of Bidder
- Address
- Contact Number
Disqualification
The following proposals shall be automatically disqualified:
- Unsigned proposals
- Proposals lower than the prescribed floor price
- Proposals submitted without the corresponding Auction Bond
Award of Auction
The award shall be made to the bidder who submits the highest combined bid for Lot 1 and Lot 2.
The total bid amount for both lots shall serve as the basis for determining the winning bidder.
Separate awards for individual lots shall not be made.
The bidder offering the highest aggregate bid, subject to compliance with all bidding requirements and the terms and conditions of the auction, shall be declared the Winning Bidder.

INSTRUCTIONS TO BIDDERS (ITB)
Public Auction for the Disposal of Waste Materials
I. Inspection of Unserviceable Properties
Interested bidders are encouraged to inspect the unserviceable properties and waste materials prior to submitting their bids. The items may be inspected at the Ground Floor of the Library Building and the Basement Area of the Administrative Building of Cebu Normal University during office hours on the dates specified in the Invitation to Bid.
Note: All items shall be sold on an “AS IS, WHERE IS” basis. By participating in the auction, bidders acknowledge that they have examined the items or have voluntarily waived their right to inspect them.
II. Qualification of Bidders
The following are qualified to participate in the public auction:
- Individuals
- Sole Proprietorships
- Partnerships
- Corporations
- Junkshop Operators
- Scrap Buyers
All participants must be legally authorized to transact business in the Philippines.
Documentary Requirements
Interested bidders shall present the following documents:
- Valid government-issued identification card (for individuals)
- Business Permit and DTI/SEC/CDA Registration, if applicable
- Authority to represent the bidder, if represented by another person

IV. Schedule of Public Auction
The public auction shall be conducted on an “AS IS, WHERE IS” basis.

Time: 10:00 A.M.
V. Auction Bond
The Bid Proposal shall be accompanied by an Auction Bond in the form of Cash or a Cashier’s/Manager’s Check, equivalent to at least ten percent (10%) of the minimum auction price (₱2,000.00) as set by Cebu Normal University.
Important: A bid submitted without the corresponding Auction Bond or with an amount below the required minimum shall be automatically disqualified.
The Bid Bond
The Bid Bond may be submitted and presented by the bidder during the actual opening of the respective/individual bid, which shall be properly accounted for and receipted upon submission to the authorized representative.
VI. Submission of Bids
The bid must be submitted using the prescribed Bid Proposal Form (see attached Annex A) to:

The accomplished bid proposal shall be placed in a duly signed and sealed envelope and properly labeled with the following information:
- Lot Number
- Bidder’s Name
- Complete Address
- Contact Number
Disqualification of Bids
A bid shall be automatically disqualified if:
- The bid submitted is below the prescribed floor price for each lot.
- The bid is submitted without the corresponding Bid Bond.
Deadline for Submission
Date: August 4, 2026
Time: 5:00 PM
Important: Bids submitted beyond the prescribed deadline shall no longer be accepted.
VII. Opening of Bids

Important Notes
- A bid submitted cannot be changed or withdrawn after the deadline for submission of bids.
- An Abstract of Bids shall be prepared by the Disposal Committee.
VIII. Awarding of Bids
The award of the auction shall be made to the bidder who submits the highest combined bid for Lot 1 and Lot 2.
The total bid amount for both lots shall serve as the basis for determining the winning bidder.

IX. Pull-out / Taking Out of Awarded Items
The winning bidder shall be given seven (7) working days from receipt of the Notice of Award to pull out the awarded unserviceable items from:

The pull-out of the awarded items shall be conducted under the supervision, witnessing, and approval of the concerned Cebu Normal University (CNU) and the Commission on Audit (COA) during the actual disposal.
