The Cebu Normal University (CNU), through its Disposal Committee, invites all interested individuals, companies, and organizations to participate in the Public Auction of Unserviceable Properties and Waste Materials.

Interested bidders are encouraged to review the available lots and submit their proposals in accordance with the prescribed bidding procedures.

Important Reminders

The following proposals shall be automatically disqualified:

  • Unsigned bid proposals

📄 Instructions to Bidders (ITB)

Public Auction for the Disposal of Unserviceable Properties and Waste Materials

The Cebu Normal University (CNU) hereby issues the following Instructions to Bidders (ITB) for the Public Auction for the Disposal of Unserviceable Properties and Waste Materials.

Interested bidders are advised to carefully read and comply with the following instructions.


I. Inspection of Unserviceable Properties

Interested bidders are encouraged to personally inspect the unserviceable properties and waste materials before submitting their bid proposals.

  • Ground Floor, Library Building
  • Ground Floor, College of Teacher Education (CTE)

Inspection may be conducted during office hours on the dates specified in the Invitation to Bid.

Important: All items shall be sold on an “AS IS, WHERE IS” basis. By participating in the public auction, bidders acknowledge that they have inspected the items or voluntarily waived their right to inspect them.


II. Qualification of Bidders

The following are qualified to participate in the public auction:

  • Individuals
  • Sole Proprietorships
  • Partnerships
  • Corporations
  • Junkshop Operators
  • Scrap Buyers

All participants must be legally authorized to transact business in the Philippines.

Documentary Requirements

Interested bidders shall present the following:

  • Valid Government-Issued Identification Card (for individuals)
  • Business Permit
  • DTI, SEC, or CDA Registration (if applicable)
  • Authorization Letter or Special Power of Attorney, if represented by another person

IV. Schedule of Public Auction

The public auction shall be conducted on an “AS IS, WHERE IS” basis.

V. Bid Bond

Each Bid Proposal shall be accompanied by a Bid Bond equivalent to ten percent (10%) of the amount of the bid.

Accepted forms of Bid Bond are:

  • Cash
  • Cashier’s Check
  • Manager’s Check

The Bid Bond shall be made payable to Cebu Normal University.

Important: Bid proposals submitted without the required Bid Bond, or with a Bid Bond below the required amount, shall be automatically disqualified.


Important Reminder

Please ensure that all documentary requirements are complete and that your bid proposal complies with the prescribed bidding procedures. Failure to comply with any of the requirements may result in the disqualification of your bid.

The Cebu Normal University reserves the right to reject any or all bids, waive minor defects or informalities, and accept the bid deemed most advantageous to the University in accordance with applicable laws, rules, and regulations.

VI. Submission of Bids

All bids shall be submitted using the prescribed Bid Proposal Form (Annex A).

The accomplished form shall be placed in a duly signed, sealed envelope addressed to:

The sealed envelope must clearly indicate the following:

  • Lot Number
  • Name of Bidder
  • Complete Address
  • Contact Number

Bid Bond Submission

The required Bid Bond may be submitted and presented by the bidder during the actual opening of the respective bid.

Upon submission, the Bid Bond shall be:

  • Properly received by the authorized PSA personnel
  • Officially acknowledged
  • Issued with the corresponding receipt

Grounds for Disqualification

A bid shall be automatically disqualified if:

  • The bid amount is below the prescribed floor price; or
  • The required Bid Bond is not submitted or is insufficient.

Important: Bid proposals received after the deadline shall no longer be accepted.


VII. Opening of Bids

The opening of bids shall be conducted as follows:

Important Reminders

  • Bid proposals cannot be modified or withdrawn after the submission deadline.
  • The Disposal Committee shall prepare an Abstract of Bids immediately after the opening of all qualified bids.

VIII. Award of Bids

The disposal committee shall award each lot to the highest complying bidder.

The winning bidder shall be formally notified through the issuance of a Notice of Award.


IX. Pull-out of Awarded Items

The successful bidder shall be given three (3) calendar days from receipt of the Notice of Award to remove the awarded items from:

The pull-out of items shall be conducted under the supervision of:

  • Cebu Normal University (CNU)
  • Commission on Audit (COA)

to ensure proper disposal procedures are observed.


Important Notice

Failure to comply with these Instructions to Bidders may result in the disqualification of the bid or forfeiture of the award, subject to applicable government rules and regulations governing the disposal of government properties.
