After two decades since its establishment in 2005, the Cebu Normal University (CNU)–Balamban campus has produced its first topnotcher in a licensure examination administered by the Professional Regulation Commission (PRC) in September 2025.
This came as Princess Rhina Pahayahay, a Bachelor of Secondary Education (BSEd) major in English, landed 7th place with a 93.60% rating.
Pahayahay, a native of Balamban, Cebu, expressed her gratitude to the university “for building dreams, resilience, and topnotchers.” She also thanked her former teachers for the “training, motivation, and guidance” that paved the way for her to land in the 7th place.
Moreover, University President Dr. Daniel Ariaso, in his speech, encouraged Balamban Normalite students to pursue excellence in their studies, assuring them that the university provides the necessary administrative and academic support.
“Those present today and the incoming students—libre na ang edukasyon. Ang inyong trabaho na lang ang pagtuon. Do not fail the people of the Philippines because you have the moral and legal duty to study and pass,” he said.
“Kaya sabi ko, double the result and I will double the incentives. Problemaha ninyo ang pagtuon nga makalabang mo until graduation,” he added.
In line with the university’s policy on cash incentives for topnotchers, Pahayahay received ₱30,000.00 pursuant to Memorandum Circular No. 38, series of 2025, which recognizes the exceptional achievements of faculty members and students.
Pahayahay received the cash incentives along with her parents before all CNU Administrative officials, CNU-Balamban faculty members, local leaders, and students.
In a motorcade of honor, Pahayahay also visited her former schools—Abucayan Elementary School and Buanoy National High School.
In her speech, she encouraged students to “give greater honor” to their schools in the future, noting that her achievement “is not only a personal milestone” but also a milestone for her alma maters.
