Meshel Barbarona-Balijon attained her Doctor of Philosophy in Counseling at the Philippine Normal University, Manila. She earned her Master’s in Guidance and Counseling at the University of San Carlos, Cebu City. She finished her Bachelor of Science in Psychology at Xavier University, Ateneo de Cagayan. She also earned units in Bachelor of Laws at the University of San Jose Recoletos, units in Ph.D. in Research and Evaluation at Cebu Normal University, and units in MA in Psychology (Industrial/Organizational Psychology) at the University of San Carlos, Cebu City. She got her license as a Registered Psychometrician last August 2015. She also passed the International English Language Testing System (IELTS) last April 2013. She took and acquired her license as a Registered Guidance Counselor in Manila last August 2011. She also passed the Career Service Professional Exam in 2002 and the Career Service Sub-Professional in 2001 respectively. Since then up to the present, she has been a member of the Philippine Guidance and Counseling Association and Psychological Association of the Philippines. She was a full-time Guidance Counselor and part-time faculty member of Bohol Island State University from 2003-2010, teaching-related subjects in Psychology, Guidance and Counseling, Child and Adolescent Psychology, and Developmental Psychology.

Moreover, for the past twelve years, she has been a full-time Guidance Counselor and a part-time faculty member of the Graduate Studies of Cebu Normal University, teaching board subjects in MA and MAEd Guidance and Counseling programs. She was also designated as the Testing Director of Cebu Normal University, Testing Center from 2014 until January 2, 2022. She received two (2) Presidential Citations from Cebu Normal University while serving as testing director, which further attested to her dedication and hard work.

Meanwhile, for two years, she acted as the Head of the Guidance Services Office, Chair of the MAEd/MA Guidance and Counseling program, and a full-time core faculty member of the Graduate School of Eastern Visayas State University-Main Campus, Tacloban City, Leyte. She has presented her research at regional, national, and international conferences and has published articles in peer-reviewed and ASEAN Citation Indexed (ACI) refereed journals. She has been a technical reviewer of articles submitted to the Asia-Pacific Journal of Human Development and Family Studies (AHEAD) and the Journal of Human Ecology and Sustainability (JHES) of the University of the Philippines Los Baños (UPLB). Her technical fields of expertise are individual and group testing, career guidance and counseling, guidance program development, psychological testing and interpretation, testing program development, individual counseling, group counseling, group dynamics/process, and teaching-related fields in psychology and counseling.

Currently, she is the Supervising Administrative Officer for Administration and the OIC-Head of TAGCS of Cebu Normal University.
