LOOK | CNU-Balamban launched as regular campus; admin positions to open
The Cebu Normal University (CNU)–Balamban campus has officially become a regular campus pursuant to Republic Act No. 12285 and Board Resolution No. 166, series of 2025, effective December 31, 2025.
This means that campus operations are no longer dependent on the main campus, as 19 administrative positions are set to open, institutionalizing operations and strengthening administrative support.
The campus regularization follows the sponsorship of House Bill No. 10619 by Cebu’s 3rd District Representative Pablo John Garcia—an act converting the extension campus of Cebu Normal University in the Municipality of Balamban into a regular campus.
With the regularization, the campus will now receive its own funding under the General Appropriations Act (GAA).
In his speech before CNU stakeholders, former Cebu Third District Representative Pablo John Garcia emphasized the importance of education to his family, citing it as the reason for his continued advocacy for education in public service.
“Education is so important to our family,” he said, adding “kay kung wala pa ang edukasyon, dili mahimong abogado akong amahan.”
He also reminisced about the humble beginnings of CNU-Balamban and how it has grown over the years.
“Nahinumdom ko sauna nga kining CNU-Balamban, usa ka damgo pa sa mga Balambanon. Ug [kini] tungod sa panagtinabangay sa LGU Balamban [former Mayor Alex Binghay], the provincial government, ug kanhi President Vasquez,” he said.
Former Rep. Garcia also expressed his gratitude to the Mendoza family for donating the two-hectare lot that now houses CNU-Balamban.
“In 2007, I became a congressman, og pasalamat ta sa Mendoza family nga ilaha kining luna nga gi-donate diri,” he said.
The lot donors were the late Dr. Antonio Mendoza, Atty. Celso Mendoza, Dolores Roperos, Esther Balverde, and Fortunata Mendoza.
MORE INFRASTRUCTURE; FACILITIES
With the regularization of the CNU-Balamban campus, an eight-story building is set to rise to accommodate additional programs and facilities.
CNU President Dr. Daniel Ariaso, Sr. shared that the development followed discussions with the LGU of Balamban, initially proposing a four-storey expansion that was later increased to eight storeys to support more academic programs.
“Ang aking projection, diyan gagawin ang engineering and science technology program buildings,” he said.
Mayor Cabahug revealed before students that, after coordination with the Cebu Provincial Government led by Governor Pamela Baricuatro, the phase one of the eight-storey building will soon rise on campus as both the LGU and the Province committed to its construction.
“When Dr. Ariaso proposed the plan to have a new building here in CNU—a four-storey building—ingon ko we will make it eight kay lisod kaayo mangayo napod ta,” he said.
“In each building, we must have each foundation. So we make it happen. Very soon, magsugod na atong pag-construct. Luckily, gi-approve ang among request [by the province] nga eight-storey building,” he added.
EDUCATION AND CEBU PROVINCIAL GOVERNMENT
Atty. Jiembo Borgonia, Executive Assistant to Governor Pamela Baricuatro, who delivered the governor’s message to stakeholders, shared that the Province “has committed to the Phase 1 construction of the eight-storey building.”
He also noted that the regularization of the campus is a step toward “future-ready education for the youth of Balamban, Toledo City, and neighboring towns,” thereby “bringing higher education closer to home and opening doors for generations of young Cebuanos.”
As CNU-Balamban produces its first board examination topnotcher, the CNU President expressed hope that the now-regular campus will produce “10 topnotchers every year thereafter.”
